I have a horizontal bar graph that measures a percentage. It looks great but the scale changes based on the values of the metric. How can I set my x-axis to a flat 100, so that the scale on that axis never changes?

that's possible in the "Metrics & Axes" tab, although hidden pretty well. Expand the setting for your y axis, expand "Custom extends", and enable "Set axis extends". Then you can set the minimum and maximum value of your axis to a fixed value.
