Axis bug when the bottom legends hold more than 1 raw

Kibana version: 6.1.0 and 6.3.0

Elasticsearch version: 6.1.0 and 6.3.0

Server OS version: Ubuntu 16.04.4

Browser version: Firefox 52.9.0

Browser OS version: MAC

Describe the bug: When use the bottom legend, the length of Y-axis is too long. It cause the start point of X-axis and Y-axis are not in the same location. And in 6.1.0 version, if the page refresh the dashboard data by auto-refresh. this will be disappear.(or just hide the legend of one graph in dashboard, the other graph will be fixed). If turn to the 6.3.0 version, i can't find a way to fix this.

Steps to reproduce: just like the Screenshots

Expected behavior: the Axis can display normally
