Custom tilemap.url no effective in 6.4

i make a tilemap.url in the kibana
but in browser, it always request https://tiles.maps.elastic.co
dose it need any other config?

howerver when i apply change ,it request my url;

but in Production Environment ，it 's offline, and the page would Report an error
