I am facing this bug in Elasticsearch 7.16.2 and tried the workaround of the following threads:

**Describe the bug:**
Many users reported Default Fleet Server policy missing fleet_server integration, and this blocks them to enroll a Fleet Server successfully. The workaround is to add fleet_server integration manually to the policy.
The root cause/steps to reproduce is unknown, it could be that something goes wrong during setup, and that's why the fleet_server integration fails to be added.

**Steps to reproduce:**
1. Set a dummy registryUrl in kibana.yml or kibana.dev.yml, so that fleet_server can't be installed on startup
1. Remove registryUrl (or set to a valid value)
**Bug**: even though fleet_server is installed successfully now, fleet server policy still doesn't have a fleet_server policy integration.
**Expected behavior:** fleet_server integration should be added by default to Default Fleet Server policy.

I am using Elastic Security feature for some time using beats applications to collect logs from the endpoints. Recently I tried to check the Elastic Agent feature and I encountered following issues when I tried to add Fleet server.
I cannot see already available two agent policies in the Kibana, under Fleet>Agent>Select Agent Policy. when I click drop down, nothing appears there.

Hi! Are you using the default registry or your own? Fleet settings in Kibana | Kibana Guide [master] | Elastic
Could you check in Chrome Dev Tools / Network tab, what is the response of /api/fleet/epm/packages?experimental=true call?
