Missing Fleet Default server policy

Elastic version: 8.2.2
Kibana version: 8.2.2
OS: Windows server 2019 on Azure

I am trying to setup the fleet server but encounter some issue while setting it up.
After I generated the service token and attempted to use the provided windows command to start the Fleet server but turn out error.

So I check the agent policy and found out I just got only fleet server policy that I created in Step 1 but not seeing the Fleet Default Server Policy.

May I please ask if the missing fleet default server policy would cause the fleet server startup issue? and how can I add this default policy manually?
