You can not. I believe it is coming in one of the upcoming 7.x releases though, but could be wrong.

There is a config option for both:

Monitoring UI:
xpack.monitoring.ui.enabled: false

APM UI:
xpack.apm.ui.enabled: false

add both lines to the kibana.yml and restart Kibana (this can take a while because it recompiles the sources)
