Reports not showing the proper search results

Hello, I'm trying to generate a report from a search. The search is actually not doing anything, I'm just showing all docs in Discover (which is only 32 items) and then generating a report PDF out of it.

However, it seems like no matter what I do, the resulting PDF only shows the top 17 items, even though I would expect 32.

There are no errors or anything. I'm running 5.6.2.

Any ideas?
