does someone other experience problems downloading from artifactes.elastic.co as well?
My downloads start with 100Kbit an fail later, somethimes with 502 gateway timeout, server error.
Same here. I'm in a middle of an upgrade and stuck because yum can't download the files. It runs at 90ko/s and never finishes because it timesout...
I've tried to get the files from different servers located around europe in case it was a problem with our link but the problem remain the same.
Also seems that there is no repository mirror existing.
If anyone is able to get the complete file:
https://artifacts.elastic.co/packages/6.x/yum/6.3.1/kibana-6.3.1-x86_64.rpm
and create a wetransfer link with it, that would be so cool 
edit: I try to get it with wget -c (resume) but seems the repo doesn't support resume...
