how we can use of saved dashboards in other plugins besides of dashboard plugin and apply filters to that dynamically
Can you explain more of what you are trying to do?
You can use Dashboard functions that are available if you add it to optionalPlugins in your kibana.json using this documentation.
But you might just be able to call the saved object and then manipulate for your use case.
