it is possible but at the moment it requires some knowledge of how Rally works.
There are two open issues related to that:
- Simplify usage of Rally for offline-only use
- Provide a Rally package with all dependencies for offline install
For starters, see my comment in the latter ticket which describes how to handle offline installs.
