how to install X-Pack in windows server 2008 and 2012

As you can see here , only Windows Server 2012/R2 is supported. You can see the installation instructions here

thanks for windows where i write this command in powershell or nssm ? bin/kibana-plugin install file:///path/to/file/x-pack-6.2.3.zip

I'm not sure what you refer to with nssm but you will be able to run the aforementioned command from powershell or your windows command prompt
